Search for this and you’ll find a lot of “top 5 plans” lists that don’t mention military benefits at all. That’s the problem. For a veteran or military retiree, the best Medicare plan isn’t a single named product, it’s whichever combination of TRICARE For Life, Medicare, and possibly Medicare Advantage actually fits how you get care. Here’s how to think through it for North Carolina specifically.
Why “Best Plan” Looks Different for Veterans
Most Medicare shopping guides are written for people without military benefits, which means they’re solving a different problem. A civilian retiree is usually choosing between Medicare alone, Medicare plus a Medigap plan, or a Medicare Advantage plan. A military retiree already has TRICARE For Life sitting underneath all of that, functioning as a supplement most civilians have to shop for separately.

That changes the real question. It’s not “which plan is rated highest,” it’s “does anything on top of what I already have add real value.”
The Three Paths Available to You

TRICARE For Life alone. For a lot of retirees, this is genuinely enough. It covers core medical costs well and comes with no network to navigate. The tradeoff is thin coverage for routine dental, vision, and hearing.
TRICARE For Life plus Medicare Advantage. This pairing can add dental, vision, hearing, or fitness benefits on top of the coverage you already have, often for little or no added premium. The tradeoff is a network to work within for the Medicare Advantage portion.
Adding a Medicare Supplement. For most military retirees this is unnecessary, since TRICARE For Life already does the job a Medigap plan is built to do. It’s rarely the right move, but it’s worth knowing it’s on the list so you recognize it if someone tries to sell you one.
